There is a difference between the two. A world government which the USA is trying to force on the world could only achieve and survive in power by two means, social control or mental control.
Both could bring peace, but social control would require the use of a army, police etc all to maintain peace, like what we see in society across the world today.
If a world government should come into power today it could only achieve peace at the level of administration.
This might seem ok, but what is more important is mental peace, which cannot be brought about by any world government.
Above all human progress can only come about when individuals making up society want goodness, morality, moral values and above all peaceful thinking.
