What does this mean? The reason I'm dealing with this is it comes up frequently in society.
According to http://www.mediacollege.com/ it means a society in which information is exchanged with no or little interference from governments, organisations that control norms of society.
I personally have difficulty in accepting the open society where it is very clear that many things are withheld from public, controlling the minds of the masses feeding them with information they want you to have, feeding their propaganda.
lets in the meantime look at the open society from a western academic view
